What is the EOKM child abuse filter?

To start understanding the EOKM Child Abuse Filter, you must know what the EOKM foundation is and what they stand for. EOKM is an independent Dutch foundation and is an abbreviation for Expertisebureau Online Kindermisbruik. Translated to English, it means the Expert Bureau Online Child Abuse. Their mission is to combat and prevent online sexual abuse and exploitation of minors. Every child has the right to protection against sexual exploitation, both offline and online. EOKM wants to improve the online protection of children. In the battle against child sexual exploitation material, EOKM has started building a technical tool to prevent the uploading of known child sexual exploitation material. The EOKM foundation is a member of INHOPE, a large international platform with one goal: To make the internet completely free of child sexual abuse material. INHOPE is funded by the European Commission.
The EOKM has multiple programs and one of them is the hashing database of known sexual child abuse material. In cooperation with the Dutch national police, Interpol, and the National Center for Missing & Exploited Children (NCMEC), they have created a large hashing database. The database is used to compare uploaded images against the hashing material inside the EOKM database. This way action is taken when there is a positive match.

How does it work?

By using the EOKM API, the child abuse filter has been added into Qbine and all EOKM functionalities are integrated into Qbine’s core. Every image uploaded to your website is hashed. The material itself is not downloaded by us and therefore it’s impossible for us to see the actual content. The only thing being used is the hash of the image so it is compared against the known hashes from the EOKM database. When there is a positive match, the owner of the website is contacted in regards to the positive matched data: The name, the location, the time of upload, and the IP address of the person who uploaded the content. It is now up to the owner to verify that the uploaded content is indeed illegal and if so, authorities are notified and shall pursue further action. This way we all work together towards making the internet completely free of child sexual abuse material.
Inside your client area, a graph is shown with all positive matches within the EOKM Child Abuse Filter. When there is a positive match, all data will be provided in order to catch the culprit. This way you are in control of the content on your servers.

Example

A user from your website uploads an image to your blog or forum or chat. The moment the image is detected, a hash is created. Once the image is hashed, it can be compared to hashes in the EOKM database. If there is a positive match or a high chance that the match is alike, the content is blocked from being used and the owner is notified via SMS, email, and a ticket inside the Qbine client area. The owner must respond to the ticket and take action.

Does the EOKM child abuse filter block all content?

The answer to this question is an unfortunate no. The EOKM child abuse filter can only compare and block content that is already known material from the Dutch national police and Interpol. This is why users have to verify the uploaded content to see whether there is a positive match and to see whether the user has uploaded more material that is not blocked. Taking these actions can help to search for new content and make sure to ban the users that distribute the material.

Should a hoster want to turn it off, the user will basically allow its clients to host child abuse content on their websites – and cannot be allowed.
